The Premier's remarkably clear tilt on the Britain's post-Brexit relations to the EU on Saturday was crafted to signal to the business community, to European institutions, and to other European capitals, alongside his political supporters.

A Revised Process for Engagement

Stronger following Brexit trade links are now expected to be considered as within an annual process of bilateral talks instead of solely at the ongoing formal review of the British-European agreement.

This constituted the stated position to political questions regarding a wider-ranging Brexit reset that entailed rejoining the customs union.

Internal Calls

Some parliamentarians, trade union officials and senior ministers have joined calls to proposals highlighted by a vote last year that culminated in a symbolic resolution.

"It is better prioritising the single market rather than the customs union for our future cooperation," the leader stated.

He gave a clear answer that re-entering the tariff union was not the current focus, as it conflicts with what he views as a major accomplishment of the past year: the conclusion of comprehensive trade pacts with the US and India, with further in the pipeline in the Middle East.

Emphasising the Internal Market

Instead of the common external tariff, his emphasis is on building a "stronger bond" with the single market, which would not mean ripping up those international pacts with other nations.

When the UK completed its departure from the EU in the start of 2021, the agreement at the time prioritised liberation from EU rules rather than barrier-free exports for British firms to the continent.

The ongoing new approach outlines harmonising with EU standards in several sectors to help the free flow of trade: food and farm exports, electricity, and the emissions market.

Business Requests

A prominent industry organisation last month published a comprehensive series of additional asks in different fields to help exporters deal with post-Brexit red tape that has impacted the goods trade.

Its own survey indicated that a majority of companies surveyed agreed that the existing agreement was failing to support commercial success.

A number of other areas could, feasibly, see a parallel method – convergence with single market rules – in as a trade-off for minimising trade obstacles across industry, in the car industry, pharmaceuticals, or for example in arrangements for VAT.

EU Response

EU governments were unimpressed by the limited scope in last year's reset, notably the London's refusal of suggestions floated by some analysts regarding the virtual readmission of British exports to the internal market.

The specific detail on power sharing and food and farm standards is still to be finalised. A initiative for UK companies to be involved in a €150bn security initiative has been delayed over the scale of the financial commitment, after reservations from the French government. Canada has joined the initiative.

Broader Landscape

The UK has reached an agreement to participate once more in a university exchange programme and to discuss a young workers initiative. This has helped clear the way for further UK-EU talks.

Analysts close to government note that the recent publication of a American national security strategy has also changed the environment on UK ties to the EU.

The strategy stated that the US would "encourage pushback" to Europe's current trajectory and praised the "growing influence" of certain political parties.

Among officials, there is a growing awareness that the global landscape has evolved further.

Domestic Calculations

At home, the leadership also foresees being challenged on EU relations by one political rival, but also a further party, which is campaigning in its traditional heartlands in May's elections.

The Premier's recent words are stem from a confluence of commercial realities, domestic pressures and global dynamics as the UK starts a year that will mark the ten-year mark of the landmark EU vote.
